The Tripoli Third Ring Road Project

Ever wondered what is going on at the roundabout at Ghout El Sha33al on the main highway in Tripoli (or the second ring road, or El Saree3)?, and why that roundabout and since 2007 was split in half and became just a double road?


That is the western starting point of the project of the 3rd ring road, it’s a arterial multilane (6 lanes) roadway arching around Tripoli, from this round about it goes along the latitude line N32º50' towards the east, then just at the south of Souq El Jom3a it takes a shape turn towards the coast along the longitude line E13º16'. The project is about 24 km in length, it includes: three road carriageway, emergency carriageway both sides, eleven Interchanging points, a new bridge and nine over bridges, and respective roads and services road on both sides of the main road. The path of this road is highlighted in blue on the map below.


This project has been designed to relief the city from the ever increasing traffic pressure mainly by:
1. Allowing vehicles specially the heavy ones to bypass the city which reduces the traffic within.
2. Connecting east of the city to its west and supporting the overloaded 2nd ring road by picking up a major part of traffic from it.
3. Crossing and interconnecting the major roads all around Tripoli, which helps in moving across quite swiftly and avoiding congesting the small and tight roads.
4. Enhancing the traffic flow by having signal free highway which eliminates jamming.

The project is being handled by LBCD - Libyan Brazilian Construction and Development Company-, it is a joint venture composed by Odebrecht (Brazilian Conglomerate with renders Engineering and Construction Services) and UDHC (Urban Development Holding Company).

The info about this project is scattered in bits and pieces all over the internet, the LBCD did not seem to have had time to do the proper publication and promotion for this capital and key project among other projects taking place in Tripoli today. Do not buy a Passat! ….

Finally you got the money?, and been fancying a Passat for quite some time? German style with “I got an attitude problem + I do not care” looks? ……. Don’t, DO NOT BUY A PASSAT!
I have the experience, I been through this and I want to enlighten you so you do not have to, I have initially purchased a black brand new good looking 2.0L FSI 2007 Passat (back in 2007) with a manual transmission for 31K LYD (25K$), within one year and as I was trying to sell it to get an Infiniti, and with a mileage of only 20,000 kms without a single scratch, the price went down to less than half!!! 15K LYD (12K$)!!!, due to frustration I decided not to sell it and rather keep it. The reputation of Passat went down in the market mud: technical problems and issues, high maintenance due to expensive repair and frequent services, never mind the prices of the spare parts. The major drawback was the surprisingly common technical issues in the gaddam gearbox in the automatic transmission version, no matter how new the car is and regadless of usage, the gearbox can and will take a dump at any time without a warning and stops working, to get a new one installed you will need to prepare to lose an additional 5K LYD (4K$), you get only two years warranty on it!.

I do not know what the heck happened and why VW and particularly Passat, with the reputation it had throughout the 20th century comes now to a complete unreliability, I have also known that the Passat CC has the same kind of gearbox issues and so on.
Lately, myself and my wife have decided to buy a second car because we both drive, she has always been fond of Passat and really really wanted it, she sees the car and she goes impressed, it took me quite a while trying to talk her through my experience, but .. I was talking to myself. Anyway we went to the two major car dealers markets in town and we saw many passats, you could see the suspicious desperate look on the dealers faces as they are trying to sell you the car, they just want to get the car out of their faces and ASAP, first time I see these dealers willing to negociate and actually spend more than the usual time talking to you about it. One of these was a snow white 3.0L FSI Passat V6, full options, 30,000 Kms mileage, very clean and well been looked after, do you wanna tell me why it is offered for sale for only 15K LYD (12K$)????. Now all of these were second hand cars, the brand new ones were still quite expensive actually (above 30K LYD or 24K$) , I kindda got the message: "Hey, you know why brand new Passat still expenseive? , because you got a better chance with the transmission!, buy it and good luck".
The fruit of my experience, the bottom-line is, when you buy a Passat you are gambling with a lot of money, I am not saying that there aren’t people out there who bought brand new Passat and never had issues, but you will have to be extremely lucky to be one of those and not have a technical issue in the short term. Why do you need luck with a brand new relatively expensive car?
It was a long story afterwards, but finally my wife settled and agreed to get a Toyota, a 2.5L GLX Camry 2009 full options, to be honest, I never liked Camry and specially the way it looks, I knew that it was expensive but I never actually took the time to check it out, I had to submit to this due to the pressure from every one (family and friends) to not to waste money on Passat. We got the car for 23K LYD (18.5K$) with a mileage of 40,000 Km, and …WAW... I know I won’t be able to express myself in full but I tell you this: beside reliability and comfort, the car was a joy to drive, I do not feel myself driving and rather someone else is and flowing among other cars on the road, very rigid grip and totally stable and maneuverable, I been driving Passat in the past and this Camry is far beyond comparison. I love it a bit more every time I drive it or even look at it, and with time, I realized that beauty is not only the look and the outside, beauty is the good company that is lived through long term reliability and unforgettable experience.
I do not want now to totally screw Passat over this, and to be fair, mine (manual transmission) was ok and still around, but I lost 12 US grands just like that - and still losing-, that was just as bad.
FYI, Camry is an extremely low maintenance car, very reliable & comfortable, spares and upgrades are available and at moderate and affordable prices, Toyota approved dealers and service centers are literally everywhere, you can sell the Camry after a while and you'd still get a reasonable price - not sure if you will ever sell it again-.

Look at it…. Go for reliability!


If you were to buy a Passat, I know what you're feeling but .. DO NOT BUY A PASSAT.
